Chinese Imperial Palace Almond Cookies

2 C. Flour – cake flour if possible
1 tsp. Baking Powder
1 C. Butter, room temperature
1 C. Sugar
2 large Eggs Yolks
1/2 tsp. Lemon Extract
1 tsp. Almond Extract
75 Blanched Almonds
1 Egg Yolk
1 Tbsp. Water
